I do not grade books as greater than 9.4 , so it possible that if professionally graded, a 9.4 book could be considered as higher grade. Frankly, I think it has a lot to do with which side of the bed the grader got up on that day. For mid and low grade books, I err on the side of giving a lower grade if there is any doubt in my mind.
