After serving honorably in the US Army during World War II, Spencer moved to Los Angeles to pursue his lifelong passion in art. He was a California resident for most of his life. He studied at the Kahn Art Institute and the Jepsen Art Institute, Los Angeles, with Rico Le Brun and Herbert Jepsen. After briefly experimenting with commercial art in New York. He also studied with Sueo Serisawa, Arman Gasperian and Richard Bunkall. He died in California in 2008.
