It is the 41c Official Mail Great Seal First Class stamp. The 2007 single has water activated gum and is perf. 9¾ vert. Forty one cents paid the USPS First Class 1oz Official letter rate until May 2008. The service use of Official mail has ended and these were the final coil stamps issued. The last modern Officials were printed using lithography. This was a less expensive printing process than engraving and the result is a smoother duller appearance than earlier Officials. Newer Officials after 1995 have variations of low gloss gum. Officials can only be used by certain government agencies.
