To the (unnamed) head of state of Bolivia. In French, loosely translated in full: "Very Dear and Great Friend. Persuaded that Your Excellency would not fail to learn with a lively interest all that may contribute to the happiness of My Royal House, I am pleased to announce the marriage of My very dear and much loved nephew, His Royal Highness Prince Albert of Belgium, to Her Royal Highness Madame Princess Elizabeth, Duchess in Bavaria, which was celebrated in Munich the second of this month. The ties and good relations existing between Belgium and Bolivia are to Me a sure guarantee that Your Excellency will take satisfaction from My happy event. In asking Your Excellency to believe in My sincere wishes for the prosperity of Bolivia, I am pleased to reaffirm the expression of the high esteem and the unbreakable friendship with which I am, Very Dear and Great Friend, Your sincere Friend." LEOPOLD II (1835-1909), King of Belgium from 1865 until his death, had an avid interest in acquiring overseas colonies. Since the Belgian people and legislature did not share this enthusiasm, Leopold founded and ruled the Congo Free State (1885) as his personal domain. There he developed a brutal slave economy dedicated to extraction of rubber and ivory for Leopold's personal enrichment. Embarrassed by these abuses, the Belgian parliament finally compelled Leopold shortly before his death to cede control of the Congo to Belgium (1908). On the positive side of the ledger, Belgium prospered commercially during Leopold II's reign. Leopold's nephew, Prince Albert (1875-1934), whose wedding is announced in this letter, ascended the throne as ALBERT I in 1909. His wife became Queen Elizabeth. History remembers Albert I in a more positive light. He led Belgium's heroic resistance to German invasion in 1914, giving British and French forces crucial time to prepare their ultimately successful defense of French soil.
