It's a DEAD LETTER, as denoted by the DEAD LETTER OFFICE MARKING at the bottom left side of the cover. It also has a RETURNED LETTER BRANCH Marking in BLACK on the top right side. This an early and VERY RARE Purposed Official Mail Item.
