If you're good with measuring by eye then these balloons can inflate up to 24" across (measured as if using a straight ruler from one side to the other). Once you've reached the desired size then twist the end as if you're twisting thread. Keep twisting until you effectively have a string - then simply tightly tie up the end of the balloon with this end (alternatively you can use balloon ties as long as you tie them tight enough).
