It contains both non-error printing varieties of Scott number 2196 Bret Harte. The copper red high value stamps are bullseye perf. 11. The stamps are from the huge SECOND GREAT AMERICANS series. Harte was the highest value of all Great Americans. It was extensively used as parcel postage and in combination with other stamps for express mail domestic and overseas. The gummed stamps were issued in mini panes of 20 with descriptive selvage. Both 2196 and 2196b panes bear the 1986 date. After the A press was decommissioned the stamp was still needed and like many other Great Americans went back to be printed on a new press. The new prephosphored coated solid tagging variety was created at this time and discovered in 1992.
