These wheels can be used on a mobility wheelchair or one that is self propelled, as properly sized hand rims can be added to the wheels. (I do not have any hand rims available to add.) Overall they are in very good used condition. If you don't need the axle locks, send me a message AFTER you've made the purchase and I'll refund $10. These will ship in a box that is about 22" x 22" x 10", but it is relatively light (about 9lbs) and easy to handle.
